Hook up a scan tool and see if the vehicle is able to provide a ground speed. If you don’t see the speed increase when the vehicle starts moving, it’s a speed sensor (probably the one in the transmission). If the speed increases as you would expect, it’s probably a bad instrument cluster.

There a few options for fixing a bad instrument cluster: you could try replacing the cluster with one you find from a salvage yard, or you can ship your cluster to a special shop and they will rebuild it for you. If you replace the cluster, be aware that the odometer readings won’t match and you have to disclose that in most places when you go to sell the vehicle.

I have never attempted this, but its difficulty will depend on not only the design of the assembly but your mechanical inclination and experience wrenching on cars. It’s not something that can easily be assessed for you.
